A look at the study funded during the moratorium


In October 2014, Ralph Baric's lab was notified by NIH, NIAID and HHS that funding would be paused on his gain-of-function research project on the role of uncharacterized genes in high pathogenic human coronavirus infection. The project number was 5U19 A107810-02.[1]

Funding was paused on gain-of-function studies that aimed to increase the ability of infectious agents to cause disease by enhancing its pathogenicity or by increasing its transmissibility.

And more specifically, the funding pause applied to gain-of-function research projects that were reasonably anticipated to confer attributes to influenza, MERS, or SARS viruses such that the virus would have enhanced pathogenicity and/or transmissibility in mammals via the respiratory route according to the White House Statement.[2] This pause was also documented on the NIH website.[3]

The office of science policy also released a statement concerning the GoF funding pause:

On October 16, 2014, the White House Office of Science and Technology Policy announced the launch of the U.S. Government (USG) gain-of-function (GOF) deliberative process to re-evaluate the potential risks and benefits associated with certain GOF experiments. During this process the USG paused the release of federal funding for GOF studies anticipated to enhance the pathogenicity or transmissibility among mammals by respiratory droplets of influenza, MERS, or SARS viruses.[4]

This funding pause, also known as the moratorium, was effective from October 16, 2014 until December 19, 2017.

Baric's paper was submitted for review on September 14, 2015 and was published in the journal on January 6, 2016.[5]

Under project number was 5U19 A107810-0, grant U19 A107810 funded Baric's study: SARS-like WIV1-CoV poised for human emergence. As you can see, the grant number is same number within the project number meaning that his research grant was directly tied to the project that had its funding paused because the research involved "enhancing the pathogenicity or transmissibility among mammals by respiratory droplets of influenza, MERS, or SARS viruses." 

In the "Acknowledgement" section of Baric's paper, Baric and the other researchers involved in the study thank Dr. Zheng-li Shi of the Wuhan Institute of Virology for giving Baric and his team access to the bat CoV sequences and plasmid of WIV1-CoV protein. 

We also know that he had the actual pathogen in a lab in North Carolina from an earlier paragraph in the Baric's paper which states WIV1 Spike in Vivo, "in Vivo" means "in a living organism." The WIV1 Spike came from Wuhan, China and was now sitting in a North Carolina lab in the United States.

As you see in the graphic above, the grant funding was paid out during the moratorium.[6]

Additionally, COVID-19 first appeared in a group of Chinese miners in 2012, scientists say.[7]

Dr. Baric does not do gain-of-function research, and if it is, it’s according to the guidelines and it is being conducted in North Carolina, not in China.

You don’t think concerning a bat virus spike protein that he got from the Wuhan Institute into the SARS virus is gain of function?

He violated 18 U.S.C. § 175 Prohibitions with respect to biological weapons:

(a)In General.—

Whoever knowingly develops, produces, stockpiles, transfers, acquires, retains, or possesses any biological agent, toxin, or delivery system for use as a weapon, or knowingly assists a foreign state or any organization to do so, or attempts, threatens, or conspires to do the same, shall be fined under this title or imprisoned for life or any term of years, or both. There is extraterritorial Federal jurisdiction over an offense under this section committed by or against a national of the United States.
